ADDRESS BY Ambassador FRANCISCO LUZ during the official cerEmony for the CELEBRATION OF 189th anniversary of the independence of the federative republic of brazil
(Dar es Salaam, 07 September 2011)

Dear representatives of the Tanzanian Government
Dear colleagues from the Diplomatic Corps
Caros Membros da Comunidade Brasileira
Ladies and Gentlemen
Mabibi na bwana

Usiku mwema, Karibuni sana
Nifuraha kubwa kwangu na mke wangu kuwa nanyi usiku wa leo.

It is a great pleasure to have you all here today to celebrate the 189th anniversary of the independence of Brazil.

Last year was an auspicious and intense period of our bilateral relations, which culminated with the visit of President Lula da Silva to Tanzania in July and with Foreign Minister Membe's trip to Brazil in September. 2011 has been so far a year to consolidate the bilateral relations between Brazil and Tanzania. Most of the work was done to implement the cooperation agreements signed since 2008. To attain these goals, the Embassy’s staff was increased and we moved to bigger, better premises on Toure drive.

However, 2011 will also be a landmark in our bilateral relations because it will be remembered as the year Petrobras started exploring oil and gas deep off-shore in the continental shelf of Tanzania. Actually, I'm pleased to announce that on the 28th of August the drilling ship “Ocean Rig Poseidon” started its operations in the Mafia Basin.

Here I should make a parenthesis. Some days ago, invited by Petrobras, I had the pleasure to go to Mtwara to visit the logistics terminal at the port, the new company’s compound and VETA Training Centre. There, I saw Brazilian monitors training 48 Tanzanians to prepare them to work in mechanics and electricity related to the oil and gas industry. I think this is a very commendable initiative in which the Embassy is proud to be involved into.

Well, on behalf of the Brazilian Government, I would like to reiterate to Petrobras the best wishes of a successful campaign. I truly believe some important oil and gas findings will have a transforming effect in the Tanzanian economy and in the whole region.

Dear friends,

In the spirit of South-South cooperation, Brazil continues to enhance its ties with Africa. Since 2004, our network of diplomatic missions in the Continent increased from 16 to 34. Cooperation projects were scaled up, especially in agriculture and health.  Because of this engagement, Africa was decisive in the elections for the post of Director-General of the Food and Agriculture Organisation of the United Nations. I take this opportunity to once again thank Tanzania - and also Seychelles and Comoros, countries under my jurisdiction as well -, for their support to the Brazilian candidate. With Prof. Graziano ahead of FAO, my Government shall intensify even more the cooperation with Africa in the fields of agricultural and livestock development, and in the fight against hunger in the Continent. By the way, in the present disastrous crisis in Somalia, the Brazilian Government is doing its part and I’m pleased to announce that 53 thousand tons of grain has already been sent to assist the World Food Programme in the region.

As all present here tonight are aware, Brazil will be organizing in the coming years the FIFA World Cup Finals in 2014 and the Summer Olympic Games in 2016. However, June next year, my country will also be hosting an international event equally big, but with more importance to the future generations: the UN Conference on Sustainable Development (the Rio+20). We are doing our best to create the ideal environment to allow the Heads of State and Government, as well as delegates from all over the world, who will attend the meeting, to make the important decisions the world is expecting from them.

At this point, I would like to invite everyone present to attend on the 13th of September, at the Diamond Jubilee Hall, the opening night of the photographic exhibition “AMRIK”, the influence of the Arab culture in Brazil and in South America. This exhibition is sponsored by the Brazilian Government, with the support of the Arab Diplomatic Group in Dar es Salaam and the Aga Khan Development Network. The exhibition will run until the 18th of September. I hope you will be able to attend it.

Now, please let me address some words in Portuguese to the Brazilian Community:

On behalf of President Dilma Rousseff and the Brazilian people, I would like to propose a toast to the prosperity and happiness to President Jakaya Mrisho Kikwete and to the people of the United Republic of Tanzania.

Asanteni sana
