The only goal of the game came after 35 minutes when Ashley Young drilled a low effort past Wales goalkeeper Wayne Hennessey following good work from Stewart Downing.
But Fabio Capello's side, who now need a draw in Montenegro to guarantee their place in the 2012 finals, were far from convincing, with Rob Earnshaw missing an open goal to draw Wales level 14 minutes from time.
