Hatimaye Nahodha apata nyumba

Hatimaye Waziri wa Mambo ya Ndani ya Nchi, Shamshi Vuai Nahodha ambaye amekuwa akiishi hotelini kwa miezi nane sasa atahamia kwenye nyumba yake kuanzia wiki ijayo.
Habari tulizo nazo ni kwamba nyumba hiyo ambayo ilielezwa kuwa haikidhi, hivi sasa imekamilika kwa kiwango alichokuwa anataka yeye mwenyewe.
Awali, chanzo cha kuaminika kililiambia gazeti hili kwamba Nahodha alikataa kuhamia kwenye nyumba yake kwa maelezo kuwa haikuwa na hadhi ya Waziri Kiongozi mstaafu.
Kutokana na hali hiyo, serikali ililazimika kutumia mamilioni ya shililingi, kumlipia Nahodha chumba katika hoteli ya New Afrika, jijini Dar es Salaam.
Taarifa zilieleza kwamba Nahodha ameendelea kuishi hotelini kwa sababu nyumba haikuwa na samani za kutosha.
Chanzo hicho kikalidokeza gazeti hili kwamba pamoja na mambo mengine, Nahodha alikosa nyumba ya serikali kwa kuwa aliyekuwa anashikilia wadhifa huo, Laurence Masha, alikuwa akiishi nyumbani kwake.
Kutokana na hali hiyo, Wakala wa Ujenzi (TBA), ililazimika kumjengea Nahodha nyumba ambayo imekamilika lakini samani hazikutosheleza ukubwa wake.
Nahodha ambaye anaishi hotelini tangu Novemba mwaka jana baada ya kuteuliwa kushika wadhifa huo, inaelezwa kwamba ameshindwa kukaa kwenye nyumba za mawaziri wa kawaida kwa kuwa alihitaji nyumba kubwa inayoendana na hadhi ya Waziri Kiongozi mstaafu.
Nahodha anaishi kwenye hoteli ya New Africa jijini Dar es Salaam, ambayo gharama ya chumba kwa siku ni kati ya dola za Marekani 140 na dola 160, kwa vyumba vyenye hadhi ya kawaida (standard) wakati vyumba vyenye hadhi ya juu (executive suite), ni dola za Marekani 280 kwa usiku mmoja.
Imedaiwa kuwa kutokana na nyumba aliyojengewa kutokuwa na samani za kutosha, Nahodha alilazimika kukaa hotelini mpaka mahitaji ya nyumba hiyo yatakapokamilika.
Msemaji wa Wizara hiyo, Isaac Nantanga, alipoulizwa na alisema kuna uwezekano wa Nahodha kuhamia kwenye nyumba yake, alisema yupo nje ya ofisi na kwamba hana taarifa za kina kuhusiana na suala hilo.
“Tuwasiliane Jumatatu ijayo ili niwe na taarifa za uhakika za kukupa…nipo nje ya ofisi kwa sasa,” alisema Nantanga.
Hata hivyo, pamoja na kwamba Waziri Nahodha anahamia kwenye nyumba yake wiki ijayo, uchunguzi unaonyesha kwamba bado Mawaziri kadhaa wataendelea kuishi hotelini.
Baadhi yao ni Naibu Waziri wa Maji, Gerson Lwenge anayeishi Abla Hotel apartments, zilizopo Mikocheni, jijini Dar es Salaam.
Uchunguzi wa gazeti hili umebaini pasi na shaka kwamba, Naibu Waziri huyo tangu ateuliwe kushika wadhifa huo hajapewa nyumba ya serikali.
Kutokana na hali hiyo, kiongozi huyo anaishi Abla ambako analipiwa dola 3,000 (sawa na Sh. 4,800,000), kila mwezi kama gharama ya pango la nyumba.
Utafiti umebaini kwamba Naibu Waziri huyo, ameishi Abla kwa takribani miezi mitano na hivyo amekwishatumia zaidi ya Sh. 60 milioni mpaka sasa. Kabla ya Abla, alikuwa anaishi kwenye moja ya hoteli ya kifahari jijini hapa.
Kwa mujibu Abla, gharama za apartment kwa mwezi zinatofautiana kulingana na siku ambazo mpangaji ataishi.
Inaelezwa kwamba ikiwa mgeni atakaa kwa siku moja ni dola za Marekani 250, kwa mwezi ni dola 3,000 wakati mgeni atakayeishi kwa miezi mitatu anapatiwa punguzo la dola 900 hivyo atalipa dola 8,100.

CHADEMA imeibuka mshindi dhidi ya Serikali kuhusu suala la posho baada ya Waziri Mkuu, Mizengo Pinda, kutangaza bungeni kuwa Serikali imekubali pendekezo la kutafakari na kuziangalia upya posho mbalimbali wanazolipwa wabunge na watumishi wote umma.Ushindi huo wa Chadema katika hoja ya posho dhidi ya Serikali, umekuja baada ya malumbano yaliyozuka mwanzoni mwa mkutano wa nne wa Bunge la Kumi unaoendelea mjini Dodoma, huku ukiacha makovu ya kutupiana maneno na tuhuma miongoni mwa wabunge na mvutano na ofisi ya Bunge.

Ikiwa siku ya pili jana tangu Pinda kukubalika kwa pendekezo la kutafakari na kuangalia upya posho za watumishi wa Serikali na wabunge Ijumaa usiku, Naibu Kiongozi wa Kambi rasmi ya Upinzani bungeni, Zitto Kabwe, alisema Jumapili kuwa ajenda yao inaonekana kushinda.

Zitto ambaye pia ni Mbunge wa Kigoma Kaskazini,  alisema lazima Chadema isimamie hilo hadi ushindi upatikane, kwa sababu nia yao ni kufika walipokusudia ambako ni kufutwa kwa posho hizo.

Juni 7, mwaka huu Zitto aliwasilisha barua ofisi ya bunge kukataa posho akisema watumishi wa Serikali na wabunge, hawastahili kulipwa posho wanapohudhuria vikao rasmi vya uwajibikaji wao wa kawaida.

Zitto alisema posho hiyo haistahili kulipwa kwake, wabunge wengine wala watumishi wa umma kwa kuwa kuhudhuria vikao ni sehemu ya kazi zao. Wabunge wanalipwa posho za vikao sh 70,000 kwa siku.

Alisema kitendo cha Waziri Mkuu kueleza kuwa watatafakari na kuangalia upya na kwamba suala la posho ni sera ya taifa na Ilani ya uchaguzi wa Chama Cha Mapinduzi (CCM) ni ishara ya kiongozi huyo wa juu kukubali wazo la Chadema na safari ya kufuta posho hizo.

Awali, mara baada ya Chadema kutangaza msimamo huo, Spika Anna Makinda alipinga uamuzi wa kususia posho akisema suala hilo lipo kisheria na kwamba hakuna mtu ambaye anaweza kuamua kuliondoa.

Alisema Wabunge wa Chadema wataendelea kulipwa posho za vikao kupitia akaunti zao za benki na watatakiwa kusaini fomu ya mahudhuriao ya Bunge, vinginevyo watajiweka katika wakati mbaya.

Hata hivyo, akihitimisha hoja za wabunge katika hotuba yake ya makadirio ya matumizi ya ofisi yake na zilizo chini yake juzi, Pinda alisema suala la posho lipo kwenye mchakato wa kuzingatia upya na kutekeleza mpango wa maendeleo kwa kufuta posho za vikao (sitting allowance).

Waziri Mkuu ambaye awali alionekana kupigana na Chadema, alisema Katiba inakataza suala la posho zisizo za msingi na kwamba utaratibu huo umeandaliwa kwa kufuata utaratibu mzuri bila ya kuathiri mazingira na mfumo uliopo ndani ya Serikali kwa watumishi wake.

hata hivyo, Ziito alisema jana kuwa Pinda amejipinga mwenyewe kwa kukubaliana na hoja yao ya kupinga posho, hasa aliposema kwamba, Katiba inapinga masuala ya posho zisizo za msingi na kwamba.

Zitto alisema chama chake (Chadema) kitalisimamia kwa nguvu zao suala hilo hadi mafanikio yatakapopatikana.

“Mimi nimepokea majibu ya Waziri Mkuu kwamba utaratibu wa posho unafanyika ili kuziangalia upya na kutekeleza mpango wa maendeleo kwa kufuta posho za vikao, kwa hiyo nasema Waziri Mkuu amekubaliana na hoja yetu ya kufuta posho zisizo na msingi ili kuijenga Tanzania, lakini lazima mfahamu kuwa Waziri Mkuu amejipinga mwenyewe,’’ alisema Zitto.

Mbunge huyo alisema baada ya majibu ya Pinda, kazi iliyopo mbele yao kwa sasa ni kuhakikisha kuwa mpango wa maendeleo unatekelezwa kwa nguvu zote kwa vitendo, bila ya kuweka nadharia na siasa ndani yake.

Zitto alisema Chadema itaendelea kushikilia msimamo wake wa kutosaini posho za vikao katika kipindi chote cha uhai wa Bunge ikiwa ni pamoja na kutokusaini fomu za vikao hivyo.

Alisema yeye kama Naibu Kiongozi wa Upinzani, aliamua kuwa mfano mwema wa kuigwa posho yake, alipoamua kuachia posho zake zote na kuapa kuwa hatazichukua kabisa.

“Mimi ni Naibu kiongozi wa upinzani bungeni, niliamua tangu Juni 8, mwaka huu kutokuchukua posho na napenda kuwahakikishia Watanzania kuwa, sijachukua posho hizo na sitapokea hata nikipewa,’’ alisema na kuongeza:

“Tangu wakati huo sijasaini fomu za mahudhurio na mkakati wa wabunge wote wa Chadema ni kuhakikisha kuwa zinatengenezwa fomu nyingine kwa ajili ya wabunge wa Chadema ili kusaini pindi wanapohudhuria vikao hivyo,’’ alisema Zitto.

Mbunge huyo ndiye alikuwa wa kwanza kuibua hoja hiyo, kabla ya Mwenyekiti wa Chadema ambaye ndiye Mkuu wa Kambi ya Upinzani, Freeman Mbowe, kuiwasilisha rasmi bungeni kama hoja ya chama.

Hata hivyo, taarifa zinaonyesha kuwa kabla ya hoja hiyo kuwasilishwa bungeni rasmi na Mbowe, mvutano mkubwa ulizuka miongoni mwa wabunge wa Chadema wakati wa kujadili hoja hiyo.

Inadaiwa kwamba baadhi ya wabunge wa Chadema walipinga hatua ya kususia poshondani ya vikao vya chama, huku Mbunge wa Maswa Mashariki, John Shibuda alipinga msimamo huo wa chama chake.

Shibuda wiki hii alikaririwa akisema hawezi kususia posho za vikoa kwa sababu uamuzi huo umechukuliwa kwa kuzingatia misingi ya ubinafsi.

Alisema kuwa wanaongoza hoja ya kukataa posho ndani ya chama hicho inaonekana hawana majukumu mengi katika majimbo yao.

Uamuzi huo wa Chadema, umekuja huku taarifa za utafiti wa taasisi ya Policy Forum inayojihusisha na tafiti mbalimbali za sera zikionyesha kuwa, katika mwaka 2008/2009, Serikali katika bajeti yake ilitenga Sh506 bilioni kwa ajili ya malipo ya posho.
 Kwa mujibu wa utafiti huo, ambao taarifa yake ilitolewa mwaka uliopita, fedha hizo ni sawa na mishahara ya mwaka mzima kwa walimu 109,000 ambao ni robo tatu ya walimu wote nchini.Kwa mujibu wa utafiti huo mwaka 2009/10 kiasi cha fedha zilizotengwa kwa ajili ya posho za watumishi wa umma kilikuwa sawa na asilimia 59 ya malipo ya wafanyakazi wa ngazi ya chini.
Katika hatua nyingine, juzi Mbowe, aliitaka Serikali ndani ya mwaka mmoja kutengeneza sera ya kubana matumizi.Mbowe alisema hayo alipokuwa akiuliza swali Bunge lilipoketi kama kamati kwa ajili ya kupitisha bajeti hiyo.Baada ya kupewa nafasi ya kuomba ufafanuzi, Mbowe alisema ni vyema Serikali ikatoa muda maalum ambapo itatoa sera ya kubana matumizi ya Serikali.
Akijibu hoja hiyo, Waziri wa Nchi Ofisi ya Waziri Mkuu, William Lukuvi, alisema serikali haiwezi kueleza muda maalum wa kufanya hivyo, badala yake muda uliotolewa katika Mpango wa Maendeleo wa Serikali wa Miaka mitano, utatumika pia kutengeneza sera hiyo.
Baada ya jibu hilo Mbowe alisimama tena na kusema ni vyema suala hilo likafanyanyika ndani ya mwaka mmoja, au katika bajeti ijayo kwa vile miaka mitano ni mingi kulingana na unyeti wa suala hilo.

In front of 45,000 fans, including an estimated 10,000 fellow Brits, Haye was outboxed and outmuscled by his rival for 12 rounds.
Haye had promised a new game-plan for the fight but was unable to bypass his Ukrainian rival's ramrod jab to get off shots of his own.
The three judges scored the fight 117-109, 118-108 and 116-110, all in Klitschko's favour.
The nature of the fight and the outcome was particularly disappointing given Haye's confident demeanour and various pronouncements beforehand, although he claimed afterwards he had
broken a toe in his right foot.

Haye had labelled Klitschko a fraud and promised to inject new life into the heavyweight division but he was given a boxing lesson by Klitschko, who added Haye's WBA belt to the IBF and WBO straps he already held.
In monsoon conditions, many of the most expensive seats were vacant until minutes before the opening bell, open as they were to the elements at the Imtech Arena.
The 30-year-old Haye did not enter the football stadium on cue, presumably because he did not want to be left waiting in a chilly ring, meaning the fight started 25 minutes later than planned.
While many thought Haye's best chance of victory was to come out and take risks, the opening rounds were cagey affairs, with Haye standing off and looking for an opening and the Ukrainian trying to pin him down with his jab, his signature shot.
When Haye did come forward he was falling short, while Klitschko, 35, finally unsheathed his right midway through round two, which Haye stood up to well.
In round three there was already the feeling the fight had slipped into a groove, with Klitschko unleashing sharp left-right combinations and leaning all over Haye when the Londoner tried to slip the jab and get close.

And if the British fans expected their man to up his work rate and start taking more risks in the middle rounds, they were to be sorely disappointed, with Haye discovering what many Klitschko opponents already knew - that getting inside Klitschko's jab is almost impossible to do.
If anything, it was Klitschko who upped his game, peppering Haye with jabs and nailing him with a crunching right hand in round five.
Klitschko was docked a point for leaning in round seven, although Haye, who was giving away more than two stone in weight, seemed to be going to ground a little too easily.
In round nine, Klitschko started throwing right-hand leads, proof of his growing confidence and belief his opponent did not have anything in his armoury to hurt him.
And down the stretch, Haye, who was given a count in the 11th, although it appeared he had slipped, was limited to desperate, swinging rights, which Klitschko had little trouble in dealing with.

While Haye raised his arms on the sound of the final bell, the announcement of the scorecards only confirmed what most people already knew - that Klitschko had won by a procession.
It was a huge letdown for Haye's army of fans and their mood would not have been improved as they made their way back to central Hamburg through sheeting rain.
Haye, who at least had the good grace to shake Klitschko's hand after the fight, said he would now take a break and consider his options, although he had previously vowed to retire before his 31st birthday on 13 October.
It was Haye's first defeat since Carl Thompson stopped him in a cruiserweight contest in 2004 and his first as a heavyweight.
Haye, a former undisputed cruiserweight champion, falls to 25 wins and two defeats, while Klitschko, who has not lost since 2004, improves to 56 wins and three defeats.

The Atkins diet, which calls for lots of meat and little bread, may not only be dull on the palate, but also pose a serious risk to your health.
A new study conducted on mice has found that a diet high in protein and low in carbohydrates can lead to a significant build-up of plaque in the heart's arteries, which can ultimately lead to a heart attack and stroke. This occurred despite the fact that mice on a low carbohydrate diet had gained comparatively less weight than mice on a regular 'balanced' diet.
The low carbohydrate diet was found to undermine the body's ability to recover from a heart attack, by preventing the formation of new blood vessels in tissues deprived of blood flow.
The study also found that the standard indicators of heart disease, including cholesterol, did not change in mice that were fed a diet low in carbohydrates, despite evidence pointing to an increase in plaque in the arteries.
"It's very difficult to know in clinical studies how diets affect vascular health," said senior author Dr Anthony Rosenzweig, Director of Cardiovascular Research in Beth Israel Deaconess Medical Center in Boston.
Doctors have until now relied on indicators like cholesterol, which support the positive benefits of a low carbohydrate diet high in protein, because dieters tend to lose weight. However, this study suggests that in mice, this kind of diet has a negative effect on health that is not reflected in indicators like cholesterol.
"Understanding the mechanisms responsible for these effects, as well as the potential restorative capacity that may counteract vascular disease, could ultimately help guide doctors in advising their patients," Dr Rosenzweig said.
"For now, it appears that a moderate and balanced diet, coupled with regular exercise, is probably best for most people," Dr Rosenzweig said.
The study was published in the online version of the Proceedings of the National Academy of Sciences.

Of course, there is good stress and bad stress. The first one can motivate you to become more productive. The second kind, the type that makes you lose sleep, can actually be bad for your mental and physical health.
Here's a handy guide to help you assess whether you're stressed, how serious your stress is, and how to deal with it.

Of course, different people deal with stress in different ways, but here is a list of mental and physical symptoms to help you understand if you're stressed.
The mental symptoms may involve you being:
  • Angry
  • Depressed
  • Anxious
  • Always hungry, or having no appetite
  • Crying often
  • Have trouble sleeping and feel tired
  • Have trouble concentrating
The physical symptoms may involve:
  • Chest pains
  • Constipation, or diarrhoea
  • Cramps, or muscle aches
  • Feeling dizzy, or fainting
  • Engaging in nervous behavior like biting your nails
  • Twitches, or experiencing pins and needles
  • Feeling restless
  • Having sexual problems, from erectile dysfunction to lowered sex drive
  • Feeling breathless
  • Can't sleep
Having just a few of these symptoms may indicate that you are stressed, and you should address the issue.

How stress works

When you are in a stressful situation, your body releases the hormones cortisol, adrenaline, and noradrenaline, and these go on to cause the physical symptoms of stress.
You may start sweating, and your blood pressure and heart rate may rise.
This, in turn, may undermine your immune system, making you more susceptible to illness, as well as lead your body to release fat and sugar into your blood stream, which may lead you to gain weight.
As stress raises your blood pressure, if you are stressed in the long term, you can develop high blood pressure, which in turn can increase your risk of having a heart attack or a stroke.
If you feel that you are suffering from stress, see you GP, but do not accept long term tranquilliser prescriptions.
Ask for help from a psychologist, stress counsellor, relaxation therapist, qualified hypnotherapist or even alternative therapist. If these do not work, you must go back to your GP for professional guidance.

Why does the skin on your fingers wrinkle after spending a long time in water? Conventional wisdom has it that they wrinkle because the skin absorbs water.
However, Dr Mark Changizi, an evolutionary biologist at 2AI Labs in Boise, Idaho, has other ideas. He thinks that wrinkles act like the treads on a tyre, allowing humans to get a better grip in wet conditions, a feature that has evolved over time.
In the study, Dr Changizi and his team scrutinised 28 photographs of wrinkled fingers, minutely recording the patterns.
Researchers found that the wrinkles formed vertical channels starting at the finger tip, and diverging further down the finger.
According to Dr Changizi, pressing a finger tip down on a wet surface squeezes the water out from under the finger and through the channels. This allows the entire finger's skin to come into contact with the wet surface, giving a better grip.
Past research has shown that finger water wrinkles fail to develop if the nerves to the finger are severed, suggesting that the nervous system is also involved in the response.
The fact that wet wrinkles only develop on the fingers and feet, backs up the "rain tread hypothesis", the researchers wrote in the journal Brain, Behavior and Evolution.
Scientists are now planning further research to find out whether grasping mammals which live in wetter habitats are more likely to possess wrinkled fingers, and if they are indeed superior to non-wrinkled fingers in wet conditions.

Firms urged to hire UK jobless not foreign workers

UK businesses should recruit more unemployed young Britons rather than relying on labour from abroad, the work and pensions secretary is to say.


In a speech in Spain, Iain Duncan Smith will say that if government policy has prepared young people for work, "we need businesses to give them a chance".
Otherwise, he will say, they will be lost to dependency and hopelessness.
Official figures suggest almost 90% of the 400,000 jobs created in the UK in the past year went to foreign workers.
In 2007, then-Prime Minister Gordon Brown pledged to create "British jobs for British workers".
But he was widely criticised when it emerged that about 80% of the jobs created in the UK under Labour went to foreign migrants.
'Blunt message' In a speech to the Spanish Foundation for Analysis and Social Studies in Madrid, Mr Duncan Smith will say that the government is determined to create an immigration system "that gives the unemployed a level playing field".
"If we do not get this right then we risk leaving more British citizens out of work, and the most vulnerable group who will be the most affected are young people," he will say.

"But government cannot do it all. As we work hard to break welfare dependency and get young people ready for the labour market, we need businesses to give them a chance, and not just fall back on labour from abroad.
"If government and business pull together on this, I believe we can finally start to give our young people a chance."
BBC political correspondent Iain Watson says that as well as delivering a "blunt message to British employers", the speech will be directed at the Conservatives' coalition colleagues.
"Although the government as a whole has signed up to a cap on the number of migrants from outside the European Union, leading Liberal Democrats have been critical of some of the Conservatives' rhetoric on immigration," our correspondent says.
"The work and pensions secretary doesn't want the concerns over language to translate into a lack of commitment to the policy.
"He believes that his welfare reforms will succeed only if tough action is taken to enforce the rules on migration. Otherwise, he will say, another generation will be lost to dependency and hopelessness ."

'No excuse' Mr Duncan Smith will say that the previous Labour government's "slack attitude to immigration" has resulted in businesses being too quick to look abroad - including outside the EU - for staff.
He will say that while immigration "plays a vital role" in helping bridge certain skills gaps, there are many foreign nationals in low-skilled or semi-skilled jobs that could easily be done by unemployed Britons.
He will say that, in many cases, people gaining entry to the UK as high-skilled workers end up doing unskilled jobs once they are here.
"Good immigration is managed immigration. It should not be an excuse to import labour to take up posts which could be filled by people already in Britain," he will say.
